Ran into this bug while copying all the strips from the scrapyard to a new schedule. For some reason it gives an error message "not able to drop here" when trying to move certain strips around when moved from the scrapyard, both from within the stripboard and when trying to move strips from the scrapyard to the stripboard.

So far if using originally entered strips (even if copied from another board) I do not get this message.
